: ORDER :
Whereas, the Hon’ble Supreme Court, as per Reference No. 2 mentioned above, has issued detailed orders to ensure the mandatory implementation of the Solid Waste Management Rules, 2026 in urban areas. Immediate action is required as specified in point numbers 4, 5, 6, and 7 of the said order.
Therefore, for the strict implementation of the Solid Waste Management Rules, 2026 in the urban areas of Bhandara district, a dedicated “Special Cell” is hereby constituted as follows:

Duties to be performed by the Special Cell:
- To ensure the mandatory implementation of the Solid Waste Management Rules, 2026 in urban areas.
- The concerned Executive Engineer, MJP Gondia, or the Chief Officers of the Municipal Councils/Nagar Panchayats where water supply is managed directly by them, shall take action to disconnect the water supply of non-compliant “Bulk Waste Generators” under the Solid Waste Management Rules, 2026.
- The Chief Engineer, Bhandara Zone, MSEDCL, Bhandara shall take action to disconnect the electricity supply of non-compliant “Bulk Waste Generators” under the Solid Waste Management Rules, 2026.
- The Sub-Regional Officer, Maharashtra Pollution Control Board, Bhandara shall inspect urban areas across the district, take photographs of authorized as well as unauthorized dump yards/sites found during visits, and forward them to the District Collector and concerned local bodies for further action and implementation.
- On behalf of the District Collector, the District Joint Commissioner, Municipal Administration Branch, Collector Office Bhandara, shall ensure that solid waste is properly transported and disposed of using vehicles authorized by the respective urban local bodies. This will enable local bodies not only to regulate waste management but also to prevent unauthorized dumping of waste along roadsides, railway tracks, lake shores, foothills, etc.
- On behalf of the District Collector, the District Joint Commissioner, Municipal Administration Branch, Collector Office Bhandara, shall prepare a brief monthly summary of the performance/progress of the local bodies in the district regarding the implementation of the Solid Waste Management Rules and submit it to the Hon’ble Secretary, Urban Development, with the approval of the District Collector.
